Kansas-Missouri Reciprocal Tuition Agreement

Policy
Purpose: 

This policy outlines the eligible programs and provisions for the Kansas-Missouri reciprocal tuition agreement approved by the Kansas Board of Regents. This agreement allows Missouri residents to receive the nonresident tuition waiver at the University of Kansas when admitted to and enrolled in the professionally accredited architecture or architectural engineering programs. The agreement also allows Kansas residents to pay resident tuition rates at the University of Missouri when admitted to and enrolled in accredited professional programs in the School of Dentistry at the University of Missouri-Kansas City or in the College of Optometry at the University of Missouri-St. Louis.

Eligibility:

Students must apply directly to the respective program for admission and be granted unconditional admission to the appropriate professional degree in accordance with customary institutional procedures.

For eligibility at the University of Kansas, Missouri residents must be admitted to one of the following programs:

  1. Master of Architecture (M ARCH), School of Architecture & Design
  2. Master of Science, Architectural Engineering, School of Engineering
  3. Bachelor of Science in Interior Architecture, School of Architecture & Design
  4. Bachelor of Fine Arts in Design, Industrial Design, School of Architecture and Design

For eligibility at the University of Missouri, Kansas residents must be admitted to one of the following programs (Contact these institutions for more information):

  1. School of Dentistry, University of Missouri-Kansas City (UMKC)
  2. College of Optometry, University of Missouri-St Louis

Students who qualify for the nonresident tuition waiver under this agreement and who qualify for annual renewal must meet all of the following requirements:

  1. Demonstrate that they meet the residency requirements of their home state
  2. Maintain fulltime, continuous enrollment (not including summer sessions)
  3. Maintain satisfactory academic progress as defined by the admitting institution. The professional school must certify, in writing, that the student is satisfying all academic eligibility criteria.
  4. The student must actively pursue the declared major by enrolling in and completing appropriate coursework for each term.

Students can reach out to their department for questions on eligibility for this waiver.

Limitations for Missouri residents studying in Kansas:

The combined total number of nonresident tuition waivers allowed at the University of Kansas and Kansas State University shall be no more than 491 in the architecture programs. The number of waivers for architecture students shall be divided between the University of Kansas and Kansas State University, as determined by the Kansas Board of Regents, to ensure an equitable distribution of the total number of waivers between both institutions. The University of Kansas is allowed a maximum of 229 nonresident tuition waivers each semester for the architecture and architectural engineering programs listed above.

Continuing students who previously held a reciprocal nonresident tuition waiver have first priority each semester provided their academic performance meets the standards of the student's school. All other students, including newly admitted students, will be assigned the remaining waivers from a rank-ordered list based on established and accepted standards of academic performance and preparation. Upon admission to one of the approved programs, new students are placed on the rank-ordered list and will be notified on an individual basis by the school.

Kansas residents studying in Missouri should contact the UMKC School of Dentistry or the College of Optometry at the University of Missouri-St Louis for specific program details.

Exclusions or Special Circumstances: 

Exceptions to the requirement for full-time continuous enrollment are limited to: 1) students who must interrupt continuous enrollment due to a medical condition that is determined jointly by the student’s physician and the institution or 2) students who receive an approved leave of absence for the academic program in which they are enrolled.

If a Kansas State University student has a valid reciprocal nonresident tuition waiver and enrolls in an Architecture class at the University of Kansas, the University of Kansas will honor the reciprocal nonresident tuition waiver for that course. Similarly, Kansas State University will honor reciprocal nonresident tuition waivers held by students of the University of Kansas.

Students who enroll in KU Continuing Education courses are eligible for the reciprocal tuition waiver as long as the student has met all eligibility criteria.

In the event that this agreement is terminated, students who hold the reciprocal nonresident tuition waiver shall continue to receive this benefit until their graduation or until they would otherwise become ineligible under the terms of this agreement.

If a student is found to no longer be eligible for the reciprocal tuition waiver, the student will lose this waiver effective for the next semester.

Consequences: 

Students who are unsure of their residency status or who must satisfy residency requirements in their respective home state must contact the Residency & Fees Specialist in Office of the University Registrar.

Background: 

This policy is a result of an agreement made between the Kansas Board of Regents and the Missouri Coordinating Board for Higher Education and the Curators of the University of Missouri. Initially, additional programs were included in this agreement. That is no longer the case. The agreement was revised and terminated the additional programs.

Definitions: 

Kansas-Missouri reciprocal tuition waiver: this benefit allows Missouri residents to pay tuition rates equivalent to resident rates when certain eligibility requirements are met and they are admitted and enroll in certain programs in Missouri and Kansas.
