Policy Statement: 

Philosophy
Enrollment at the University of Kansas is predicated on the student’s compliance with the University’s rules and regulations as well as their successful fulfillment of obligations in the previous semesters.  As such, enrollment is not an entitlement but is a privilege that is granted once student obligations have been fulfilled.

Definition
An enrollment hold is an administrative action that prevent a student from enrolling in classes or changing enrollment.

Purpose
The purpose of a hold is to prompt student action to satisfy a requirement deemed essential. Lack of completion may result in enrollment restrictions. Holds ensure the student satisfy requirements and receive appropriate guidance as they pursue their academic program.

Reasons Enrollment May be Held
As such, enrollment can be held for the following reasons:

  • To ensure obligations have been met (such as satisfactory academic progress, financial obligations to the University, declaration of major in a timely fashion, etc.)
  • To enforce compliance with University regulations (such as immunization regulations)
  • To allow review of pending charges of misconduct against the student (either academic or nonacademic)
  • When the need of the University is deemed sufficiently great to require potential postponement or denial of enrollment (such as address/emergency contact information updates)

Notification to Students
In all cases when a hold is placed upon a student, the student will be notified of the enrollment hold via posting to her/his Campus Solutions --  Enroll and Pay account in as timely a fashion as possible.  Campus departments that are responsible for placing and lifting the various enrollment holds will be sent notifications by the corresponding Registrars’ office of the timeline for ensuring that this holds are updated prior to enrollment.

Approval Process for New Enrollment Holds
Requests for creating or deleting enrollment holds are submitted to the University Registrar for Lawrence governed students and to the Medical Center Registrar for students governed by the Medical Center campus.  The two registrars cited previously will consult with information technology staff as needed to determine viability of placing the particular hold as requested and work with the requesting unit to resolve any programmatic issues.  The request with a recommendation from the appropriate Registrar will then be forwarded to the approving agent.  Approval of holds is made by the Vice Provost for Academic Affairs (or her/his designee) for students governed by Lawrence and by the Medical Center Dean of Students for students governed by the Medical Center.  All holds will be enforced through the enterprise-wide enrollment system (e.g. Campus Solutions – Enroll & Pay).

Review of Existing Enrollment Holds
All holds will be reviewed by the University Registrar and Medical Center Registrar on an annual basis to ensure that they are still valid and in the best interests of both the institution and the student.  Any recommendations for change will be sent to approving agents and copied to the department responsible for the hold.

Consequences: 

Failure to resolve the underlying reasons/process of the enrollment hold will result in a denial of enrollment until such time as the issue is resolved.
